The new Broadcasting Bill provides for the introduction of a single content regulator, which will be able to fine broadcasters up to €250,000 for breaching codes of practice.
The new Broadcasting Bill published by Communications Minister Eamon Ryan provides for the introduction of a single content regulator to replace the Broadcasting Commission of Ireland (BCI) and the Broadcasting Complaints Commission (BCC). The Broadcasting Authority of Ireland (BAI) will have the power to fine broadcasters up to €250,000 for breaching codes.
Of the nine board members, five will be Government appointees, with the remaining four appointed on the adivce of the Joint Oireachtas Committee dealing with issues related to broadcasting. The BAI will have two sub-panels; the Compliance Committee (which is intended to ensure that public and private broadcasters comply with broadcasting standards and licence conditions), and the Contracts Awards Committee (which will licence independent commercial and community broadcasters).
In an unprecedented move, the Bill proposes that opposition parties will be involved in the appointing of board members to the BAI, RTE and TG4. Additionally, the Bill includes a “right of reply” mechanism for individuals who feel their reputations may have been damaged, and also provides for the establishment of audience councils by RTE and TG4.

Also proposed in the legislation is the establishment of an Oireachtas channel and a new film channel.
